Introduction
As specified under the Bylaw Declaration Document (Article 9.2), the Council draws its authority to set administrative policies, resolve benefits to members, and establish rules and regulations. No policy, rule, or regulation shall contradict the Bylaw Declaration Document.
Section 1 – Membership Requirements
- Accepts the bylaws and submits a completed Membership Registration Form with proof of residency (Texas ID or driver's license).
- Pays Membership, Replenishment, and Administrative Contributions on time.
- Attends EDIR meetings and resides in Austin or surrounding areas.
- Must be 18 or older. Children under 18 may be registered as dependents free of Membership and Replenishment contributions.
- Registration is once and non-transferable.
Section 2 – Membership Benefits
- Financial assistance of $16,000 upon the death of a registered family member (as of March 18, 2024).
- Benefits become effective 6 months after date of registration, provided registration contributions are paid in full.
- Financial assistance is delivered within 3 days of approval; the designated beneficiary signs a promissory document to submit the death certificate upon receipt.
- If the member passes away outside the US, an authenticated death certificate (verified by the local US Embassy) must be submitted within 3 months.
- Any change of address, marital status, or dependents must be submitted via the EDIR Status Change Form.
Section 3 – Membership Contribution
- One-time registration fee: $125 per individual + $10 annual admin fee, effective May 1, 2026.
- Replenishment Contribution: $25 per member (collected after each payout).
- Full payment is due upon registration for individuals. Partial payments (⅓ upfront, ⅔ within 90 days) are allowed for families with dependents.
- Annual admin fee of $10 is due each January. New members' registration admin fee covers the remaining months of their registration year.
Section 4 – Fund Maintenance
- The Council maintains funds equal to or greater than five times the allocated assistance amount.
- All contributions are deposited into the EDIR's bank account. Receipts issued upon presentation of deposit verification.
- All withdrawals require three of four signatories: Vice President of Council, Vice Chairman of EC, Secretary of EC, and Treasurer.
- Executive Committee maintains a petty cash fund of $500 for minor day-to-day expenses.
Section 7 – Code of Conduct
- All elected officials must be ethical and in good standing with EDIR bylaws.
- No use of EDIR to promote religious, personal, or political ideology.
- EDIR membership information, website, or social media may not be used to recruit for non-EDIR purposes.
- Violations are subject to disciplinary action including immediate expulsion by 2/3 Council vote.
Section 12 – Website & Social Media Policy
- All posts must be for EDIR business only — no political, religious, racial, or sexual content.
- No solicitation of any kind except EDIR-related notifications.
- All posts managed by the Communication & IT sub-committee and approved by the Executive Committee.
Section 14 – Responsibilities & Penalties
- Each member must pay Replenishment and annual admin contributions within 90 days of notification.
- After 3 notices with over 180 days delinquency, the Executive Committee recommends suspension or termination to the Council.
Section 15 – Reinstatement After Termination
Terminated members may reinstate by registering as new members and paying current registration fees plus all past-due amounts. Children who left due to parents' decision may re-register with EC review and approval.
